Organize PDF Pages Free - Rearrange, Rotate, Delete PDF Pages, No Upload

Description
What it does: puts the pages of one or more PDFs in the order you want and saves them as one PDF, right in the browser. Drop a PDF and every page appears as a thumbnail with its position. Drag pages to a new place, or select them and type the position to move them to, which is easier in a long document. Turn, remove, or duplicate pages one by one or as a selection, add blank pages that take the size of the page next to them, reverse or sort the order, and undo or redo any step. Add more PDFs at any time: their pages join the end, each file in its own colour. Pages are copied as they are, not printed again, so text stays selectable and links, fonts, and image quality do not change. Bookmarks follow their pages to the new places, form fields keep working, and the file gets smaller when you remove pages. Nothing is uploaded: the files are read and saved on the visitor's device, and the page keeps working offline once it has loaded.
Who it is for: office workers putting a report or a contract in the right order before sending it, students arranging scanned pages and lecture notes, freelancers fixing a proposal: a page scanned upside down, a page missing in the middle, an empty back side for double-sided printing. It is also for site owners who want a private PDF organizer on their own domain, with no server to run and no per-task limits.
What you get: use it free in the live preview above, or take the whole tool: a one-page site for any static host (no build step, no server, no database, no API keys), the PDF engine as separate JavaScript modules you can reuse in your own code (opening encrypted PDFs, copying pages in any order with blank pages, leaving unused fonts and images out), the page actions with undo as plain functions, one config file for the name, colours, and size limit, HTML documentation on hosting, settings, embedding with an iframe, and the engine API, and Node.js tests with sample files, including PDFs encrypted with RC4 and AES.
What you do: upload the organize-pdf folder to your host (Cloudflare Pages, Netlify, Vercel, GitHub Pages, or your own server), open the page, and organize. Change the name, colour, and limits in js/config.js, and switch single page actions off in js/tool.js.
Features
- The PDFs never leave the device: reading, decrypting, and saving all happen in the browser, in a background worker
- A thumbnail of every page with its position number, pages of several PDFs in one board, each file in its own colour
- Reorder by dragging (mouse or finger), with Alt and the arrow keys, or by typing the position to move pages to
- Select pages by clicking, Shift-click for a run, or all, odd, even, or inverted, selected pages move, turn, and go together
- Rotate, remove, and duplicate pages, one at a time or as a selection
- Add blank pages between any two pages or at the end, they take the size and orientation of the page before them, or A4 or US Letter
- Reverse the order of every page or only the selected ones, sort by file and page number, or reset to the PDFs as opened
- Undo and Redo for every step, with buttons or Ctrl+Z and Ctrl+Shift+Z
- Lossless: pages are copied, so text, fonts, links, and image quality stay exactly as they were
- Smaller files: fonts and images used only by removed pages are left out (a 46 MB file whose pages share every image came out at 4.6 MB with 2 of 20 pages kept)
- Bookmarks follow their pages to the new places, links between kept pages and form fields keep working
- Password-protected PDFs open with their password (RC4 40/128-bit, AES-128, AES-256), files with only editing restrictions open without one
- Large files: a 1,500-page PDF reordered and saved in under 2 seconds and a 96 MB PDF saved in about a second in Chrome, with the page staying responsive
- Clear messages for empty, damaged, or non-PDF files and wrong positions, no watermark, no sign-up, no task or page limits
- Works with the keyboard, on phones, in Chrome, Firefox, and Safari, and inside an iframe (it reports its height)
